
Johnny Bass, Board Treasurer – (Public Member, Appointed by Governor) Johnny Bass is the owner of Bass Business Solutions, where he provides business and financial consulting to multiple companies and Boards of Directors. He was born in Eastern North Carolina and served in the Navy. He attended Atlantic Christian College (now Barton College) and earned a BS degree in Accounting. He regularly provides testimony to the courts in cases of bankruptcy. Johnny is a member of the National Federation of Independent Businesses, and the NC Executive Roundtable. Flo Stein – (Public Member, Appointed by Governor) Flo Stein has over forty years of substance use disorder and addictions counseling policy experience. She recently retired as deputy director of Division of Mental Health Developmental Disabilities and Substance Abuse Services within N.C. Department of Health and Human Services. She has served on numerous state and national policy panels, including the National Advisory Council for the Substance Abuse and Mental Health Services Administration (SAMHSA), which advises public health matters related to prevention, treatment, and recovery support services to the White House and HHS Secretary. Anita Daniels – (SUD Professional, Appointed by Governor) Anita Daniels is a Licensed Clinical Social Worker and Licensed Clinical Addictions Specialist. She is a founding member, Vice President, and Co-chair of the Pro Sports and Clinicians Committees of the Alliance of Social Workers in Sports. Daniels is also the owner and CEO of actualities limited, a private practice which she founded. She is also a certified forensic evaluator and certified NC Department of Motor Vehicles (DMV) Substance Abuse Evaluator. She lives in Durham County. TERM EXPIRES: 6/30/2026.

Kendra Davis, Board Chair – (SUD Professional, Appointed by Governor) Kendra Davis is a graduate of Winston-Salem State University with a bachelor’s of Sociology and a Master of Rehabilitation Counseling. She also holds a Master of Divinity, and Doctor of Ministry from the Apex School of Theology. She is a Licensed Clinical Addictions Specialist, Certified Clinical Supervisor, and Certified Criminal Justice Addictions Professional. In addition to her work with the NC Department of Public Safety, she also owns and manages a private practice. She lives in Forsyth County. TERM EXPIRES: 6/30/2026.
Lauren Quick – (SUD Professional, Appointed by Governor) Lauren has worked in various addiction treatment settings since 2010. She has experience working in crisis settings, medical detox, outpatient, intensive outpatient, comprehensive outpatient, and residential treatment. She has extensive experience supervising peer support specialists, CADC, LCAS, and CCS-Is. Lauren has experience working with the perinatal population, women who are incarcerated, and Veterans. Her research interests include the relationship between trauma (especially DV/IPV) and substance use as well as chronic pain and substance use. She attended the Motivational Interviewing (MI) Train the Trainer (MINT TNT) and enjoys training individuals and organizations in MI. TERM EXPIRES: 6/30/2027.

Kathy Allen, Board Secretary – (SUD Professional, Appointed by Speaker of NC House) Kathy is a Certified Alcohol and Drug Counselor with a bachelor’s degree in Business from Gardner-Webb University. She has been in private practice since 2010, with locations in Gastonia, Lincolnton, Shelby and Kings Mountain. She is active in the Addiction Professionals of North Carolina (APNC). Virginia Johnson – (SUD Professional, Appointed by Speaker of NC House) TERM EXPIRES: 6/30/2027. Virginia is a Certified Prevention Specialist (CPS) with more than 20 years of experience in helping communities strengthen their protective factors and decrease their risk factors for substance use. She is a nationally recognized trainer with expertise in strategic planning, facilitation, and sustainability. With a passion for substance use prevention, Virginia has managed education and adventure-based prevention programs, coordinated federal and statewide initiatives, facilitated community mobilization and capacity efforts, developed targeted messaging, and integrated digital advocacy within the nonprofit sector. She is the Substance Use Prevention Manager at the Alice Aycock Poe Center for Health Education in Raleigh, NC. Virginia is a graduate of East Carolina University, an avid traveler, and a proud mom.

Katie has experience in residential settings, school settings, outpatient, intensive outpatient, and transitional settings.
